The master plan includes three inter-connected parts: planning and engineering, public participation and environmental review.
Planning and Engineering
This is where the project goals are identified and assessed, and based on the improvement needs, the evaluation criteria and potential alternatives are developed, screened, and ranked. This phase will lead to the development of a best apparent alternative.
Environmental Review
Environmental review of proposed alternatives, including the best apparent alternative and a “no-build” alternative, will be conducted per the California Environmental Quality Act (CEQA). It is anticipated that a citywide programmatic environmental review will be conducted first, and project-specific reviews later when specific projects are subsequently developed.
Public Participation
Public input and participation during the master planning process is vital to ensure recommended alternatives reflect a cross section of community interests. The SFPUC will be conducting numerous activities to help inform and seek public input.
